Reporting Period Week of May 20, 2013

Construction Area Rosemead Boulevard within Temple City limits—i.e., from Union Pacific Railroad (UPRR) underpass to Callita Street.

Construction Hours Monday–Friday, 7 a.m. – 3:30 p.m.

NOTE: To keep with the project schedule, construction may occasionally occur on weekends.

Planned Activities Complete demolition, begin reconstruction activities on west sidewalk from Hermosa Drive to UPRR. Continue reconstruction on east sidewalk from UPRR to Las Tunas. Ongoing median work from Callita Street to UPRR includes planting, irrigation and concrete work.

Anticipated Impacts
LIMITED ACCESS Access at Sereno Drive remains closed for the next two to three weeks for concrete work. Left-turn capacity from Las Tunas Drive eastbound onto Rosemead Boulevard northbound is now at one lane.

LANE CLOSURES Northbound traffic from UPRR to Las Tunas Drive, and southbound traffic from Hermosa Drive to UPRR are reduced to one lane at all times during sidewalk and bus pad construction. Pedestrian and driveway access will be limited, but never closed.

Other segments of Rosemead Boulevard—i.e., northbound from Las Tunas to Callita, and southbound from Callita to Hermosa—will continue to operate two open traffic lanes during peak traffic hours from 7-9 a.m., and one lane during off-peak hours, 9 a.m.-3:30 p.m.

BUS SERVICE During sidewalk construction between UPRR and Hermosa, Metro Lines 266 and 489 will run on limited service. Boarding/alighting for northbound buses will be at Lower Azusa, Pentland and Las Tunas. Boarding/alighting for southbound 489 is at Las Tunas, Broadway and Lower Azusa; and southbound 266 at Hermosa and Lower Azusa. Stops are effective until further notice. Any service changes will be posted onsite and also reported in this weekly advisory. Please be advised that bus operators will not stop if certain safety conditions are unmet. For any questions, please contact Metro Customer Relations.

SIDEWALK/DRIVEWAY ACCESS Access into certain driveways may be temporarily restricted during driveway reconstruction. Crews will coordinate in advance with affected properties. Otherwise, driveway access remains open. Motorists must turn into driveways from the far left lane. For your safety and that of workers, do not enter or travel in the blockaded construction lane at any time. Please consider yielding to traffic merging onto Rosemead Boulevard from driveways and cross streets.

Sidewalks have been removed, but access is partially available on the dirt and gravel path. Be aware of worksite signage, barricaded potholes and uneven pavement. Crews are instructed to accommodate and provide as needed assistance to pedestrians passing through construction areas.

NOISE & DUST In the vicinity of construction activities, community members may encounter noise and dust impact. We apologize in advance for any inconvenience and greatly appreciate your patience.

NO PARKING There is no parking on Rosemead Boulevard until further notice. Cars parked on the street and obstructing traffic may be ticketed and towed.

Residents directly affected by no street parking—especially in the evening—can receive free, temporary overnight parking permits for use on adjacent side streets. Address verification through a utility bill, and proof of vehicle registration at the verified address, will be required for permit issuance. Permits may be obtained during normal business hours at City Hall, 9701 Las Tunas Dr. For more information, call (626) 285-2171, ext. 2333.

DETOURS No formal detours are planned, but scheduled lane closures may result in traffic congestion. Commuters may want to consider alternate routes.

ENFORCEMENT The Los Angeles Sheriff’s Department is actively enforcing the construction area for speeding and unsafe driving. For your safety and that of others, please observe the reduced 30 mph speed limit. Per state law, fines for moving violations are doubled within construction zones.

When traveling through the construction area, drivers, cyclists and pedestrians are asked to be patient, proceed with caution, and obey flaggers and the law at all times.

TRASH PICK-UP Biweekly service is expected to continue as scheduled. Trash cans should be placed on the sidewalk, and not in the street.

Please note that occasional high traffic may prevent trucks from reaching Rosemead Boulevard customers. In such rare cases, service will occur the next scheduled pick-up date.

Happy three months! It was only Jan. 28 that the Rosemead Boulevard Project broke ground, but as we enter the fourth month of construction, there’s already been so much progress—not to mention an Award of Excellence in Planning Implementation from the American Planning Association – Los Angeles Section! (Read more in the May 3 City Manager’s Report.)

In recent weeks, crews began work on the east sidewalks and driveways of Rosemead Boulevard between the UPRR tracks (UPRR) and Las Tunas Drive—including concrete removal, excavation and reconstruction. Earlier this week, demolition began on the west sidewalk between Hermosa Drive and UPRR, with concrete removal, excavation and reconstruction to continue over the next four to six weeks.

During sidewalk construction, northbound traffic between UPRR and Las Tunas, and southbound traffic between Hermosa and UPRR, are reduced to one lane. Eastbound lanes on Las Tunas east of Rosemead are also reduced to one lane for bus pad construction. Metro service in this immediate vicinity will be limited, with northbound boarding/alighting at Lower Azusa Road, Pentland Street and Las Tunas Drive; and southbound boarding/alighting at Las Tunas Drive, Broadway and Lower Azusa Road. Riders are advised that on rare occasions, if certain safety conditions are unmet, bus operators will be required not to stop.

As sidewalk work proceeds south of Hermosa, median activities between Union Pacific Railroad (UPRR) and Callita Street are ongoing—including tree planting, irrigation line connections, electrical conduit and foundation work for median streetlights.

Reporting Period Week of April 29, 2013

Construction Area Rosemead Boulevard within Temple City limits—i.e., from Union Pacific Railroad (UPRR) underpass to Callita Street.

Construction Hours Monday–Friday, 7 a.m. – 3:30 p.m.

NOTE: To keep with the project schedule, construction may occasionally occur on weekends.

Planned Activities Begin demolition of west sidewalk from Hermosa Drive to UPRR. Continue reconstruction of east sidewalk from UPRR to Las Tunas. Ongoing median work from Callita to UPRR includes planting, irrigation and concrete work.

Anticipated Impacts
LIMITED ACCESS Pentland Street and Rancho Real Road will reopen Monday, April 29, after being closed last week for concrete work.

Left-turn capacity from Las Tunas Drive eastbound onto Rosemead Boulevard northbound is now at one lane. The northbound left-turn lane onto the frontage road at Pentland Avenue is closed until further notice. Drivers may still access the frontage road by traveling southbound on Rosemead Boulevard; northbound travelers should consider alternate routes.

LANE CLOSURES As sidewalk work proceeds on Rosemead Boulevard between UPRR and Hermosa Drive, northbound traffic from UPRR to Las Tunas Drive, and southbound traffic from Hermosa Drive to UPRR are reduced to one lane at all times.

NOISE & DUST In the vicinity of construction activities, particularly demolition, community members may encounter noise and dust impact. We apologize in advance for any inconvenience and greatly appreciate your patience.

SIDEWALK/DRIVEWAY ACCESS During driveway reconstruction, access into certain driveways may be temporarily restricted.

BUS SERVICE During sidewalk construction between UPRR to Hermosa, Metro Lines 266 and 489 will run on limited service, with passenger boarding/unboarding at Lower Azusa Road, Sereno Drive and Las Tunas Drive only.

NO PARKING There is no parking on Rosemead Boulevard until further notice. Outer lanes are used as travel lanes to accommodate traffic flow. Those parking on the street and obstructing traffic may be ticketed and towed.

Reporting Period Week of April 8, 2013

Construction Area Rosemead Boulevard within Temple City limits—i.e., from Union Pacific Railroad (UPRR) underpass to Callita Street.

Construction Hours Monday–Friday, 7 a.m. – 3:30 p.m.

NOTE: To keep with the project schedule, construction may occasionally occur on weekends.

Planned Activities Continue demolition of east sidewalk from UPRR to Las Tunas Drive; and begin reconstruction starting from the railroad northward. Ongoing median work includes tree planting from UPRR to Broadway; and reconstruction from Broadway to Callita Street (i.e., planting, irrigation and concrete work).

NOTE: Construction impact is typically highest during demolition activities. By midweek, as crews complete sidewalk removal and begin reconstruction, impact will be reduced significantly. We apologize for the temporary inconvenience, and greatly appreciate your continued patience and cooperation.

Anticipated Impacts
LANE CLOSURES During reconstruction of the east sidewalk, northbound Rosemead Boulevard from UPRR to Las Tunas Drive will be reduced to one lane at all times. Pedestrian and driveway access will be limited, but never closed.

Other segments of Rosemead Boulevard—i.e., northbound from Las Tunas to Callita, and southbound from Callita to UPRR—will continue to operate two open traffic lanes during peak traffic hours from 7-9 a.m., and one lane during off-peak hours, 9 a.m.-3:30 p.m.

Effective April 22, work begins on the west sidewalk from Las Tunas to UPRR. Southbound traffic in the immediate construction vicinity will be reduced to one lane. The City is coordinating with the County to adjust signal timing to enhance traffic safety and operation. Thank you for your continued cooperation.

SIDEWALK/DRIVEWAY ACCESS Businesses and driveways remain open during sidewalk work. Motorists must turn into driveways from the far left lane. For your safety and that of workers, do not enter or travel in the blockaded construction lane at any time.

Sidewalks have been removed, but limited access is available on the dirt and gravel path. Crews are instructed to accommodate and provide as needed assistance to pedestrians passing through construction areas. Please be aware of worksite signage, barricaded potholes and uneven pavement.

BUS SERVICE During construction on the east sidewalk between UPRR to Las Tunas, Metro Lines 266 and 489 will run on limited service, with passenger boarding/unboarding at Lower Azusa Road and Las Tunas Drive only. The City is in discussion with Metro to add a stop in between. Any details of service changes will be promptly publicized as they become available.

NOISE & DUST Community members in the vicinity of demolition activities may experience noise and dust as crews remove existing concrete.

LIMITED ACCESS Left-turn capacity from Las Tunas Drive eastbound onto Rosemead Boulevard northbound is now at one lane.

The northbound left-turn lane onto the frontage road at Pentland Avenue is closed until further notice. Drivers may still access the frontage road by traveling southbound on Rosemead Boulevard; northbound travelers should consider alternate routes.

NO PARKING There is no parking on Rosemead Boulevard until further notice. Outer lanes are used as travel lanes to accommodate traffic flow. Those parking on the street and obstructing traffic may be ticketed and towed.
